Saying "I'm really curious why someone isn't doing the work" has never been a successful motivational technique for getting work done around here. If anything I'd say the irritation it induces tends to lead people *away* from doing whatever it is you're whining about because now you've made it less than enjoyable to do so - you're doing it only because someone's trying to goad you into it.
