Is FreeBSD capable of routing DHCP requests (RFC 1542) ?

If not, is there any way of using a crowbar to accomplish this.  I know I
could use the FreeBSD machine as a DHCP server but that is something we
wish to avoid if possible.  We are running 2.2.1 if it matters.
