If something horrible happens and /usr can't be mounted, you're not
likely to make it to multi-user mode.  When you boot in single-user
mode, you are offered your choice of shell, defaulting to /bin/sh, so
this is a non-issue on FreeBSD.

As shipped, "toor" has a shell of /bin/sh, as FreeBSD doesn't have bash
in the base system.
