I wonder if the problem could be related to including bsd.port.mk vs. including bsd.port.pre/post.mk. It would seem that all the ports I checked that are including bsd.port.pre.mk have a '::'. All the ports that only have a ':' only include bsd.port.mk. Unfortunately, I do not grok make(1) enough to figure this one out; just a random thought I thought I'd share..
