APXS is defiend for www/p5-CGI-SpeedyCGI but is not used.
I had to add /usr/local/sbin/ to my path.

The error was

ERROR: Command 'apxs -q CC' failed.
*** Error code 255

>How-To-Repeat:

Attempt to install ports/www/p5-CGI-SpeedyCGI without apxs in path.
