There must be one site for each thing, that way i (we) only search where it is and not where perhaps it should be. I suppouse that you want sendmail configuration on sysctl? Not all, only some config lines, other lines can be on rc.conf, sendmail.conf, maild.conf and 30 more conf files. It's better than having only one.
