It is documented in PR kern/31954. http://www.FreeBSD.org/cgi/query-pr.cgi?pr=31954 The patch in the PR fixes the problem, as I reported (twice due to a problem with mozilla mail). The problem causes rwhod and rmonitor to break. I am not sure what else may be affected.
