No, it doesn't mean that.  What it means is precisely this:

1. Mark will continue his work on bringing Perl5 into the system.

2. Eugene will continue to work on his TCL-requiring "new package
   system" and, just as soon as it's ready to bring in an initial
   version, Satoshi will add back in whatever the latest version of
   TCL is so that we can use it.

I personally think this is a lot of extra work, but Satoshi has
already indicated that he'll do this (not that he has much choice
since he signed himself up for that by doing the removal in the first
place) and I guess that's good enough for me.
