Update to 4.13.0.2

Please update rpm4 to version 4.13.0.2

Also please remove PlUGINS from default options:
- plugins currently are broken: see e. g. bug 214276
- it is not worth to fix them because they are Linux specific (except syslo=
g)
and have almost no use on FreeBSD
- as I know plugins are used to extend rpm command which itself is not usef=
ul
under FreeBSD
- plugins add dbus dependency (for systemd plugin) and dbus has a lot of ot=
her
dependencies. I don't think it is good idea add o lot of dependencies for
something that has little or no use

Also gsed dependency can be removed - sed from base system is used anyway. =
From
configure output:
checking for a sed that does not truncate output... (cached) /usr/bin/sed

Tested with poudriere on supported releases.
