I literally copied the files to my ~/.pgp directory. Tiny scripts they
are. Maybe that would help?

% 2. i've set sending-filters to

I've set mine up to look as such:

sending-filters=<fullpath>/.pgp/pgpsign.sh

# ---------- pgpsign.sh ---------

#!/bin/sh
#
/usr/local/bin/pgp -fast -u <name_of_key_you_wish_to_use>

# ---------- end ----------------

% 3. i've also set the compose-send-offers-first-filter option
%

As do I...

Hope this helps?
