Really hate to pop in here...but your question really wasn't very
FreeBSD specific with or without the quotas...its the mailer agent itself
that is in question. Does the one you are using respect system quotas,
period. Sendmail, to the best of my knowledge, does. I don't know about
the rest of them.
Quotas are not 'FreeBSD-specific'...if they were, they I wouldn't
be able to share file systems from (or to) FreeBSD that used them, from
other variants of Unix (in my specific case, Solaris)...the question you
are asking, IMHO, as was pointed out and you jumped on top of, would be
better asked with specific pointers to the MTA that you are using. For
example: "if I enable quotas on my system, using sendmail as my MTA, will
sendmail honor those quotas" (insert your MTA in exchange for sendmail)...
