Trying to install fbsd for a friend, I ran into a problem with a 3Com 3c509b card. checking this problem out in the list archives, I see it was well known in 1996 with the same reaction where the only way to get it to work is to type ifconfig ep0 down; ifconfig ep0 up to bring it back to life after intermittent failures. If this was seen back in 1996, something has to be ready now, right? =) This was seen on -current supped as of today, I also ran into the problem on 2.2.7-Release.
