I've been sending numerous spam reports to pacbell.net in the past,
regarding spam into some newsgroups that I subscribe to. They seem to
facilitate spamming, or at least don't care enough to actually hit spammers
over the head.

OT, I know, but it might explain why you have trouble mailing. My guess
would be that some mail exchanges blackhole pacbell.net.
