Surely most mirror scripts pull down new content to a temporary file with no general read privs, then atomically mv that temporary file to the name of the updated file? Similarly on the master ftp server. I see no locking issues, or need to disconnect anybody. The only issue is that some people will have versions of the ISO without tools.
