I'm not sure how you can draw that conclusion - I don't see anything but a simple mistake here, not some deliberate act of malice. I'm also very keen to see this work get done, as are many many others in the project, and feel we should go forward despite this initial mistake. I also believe the CVS repository meister(s) are the appropriate people to work this issue through with Yoshinobu-san and I would appreciate it if others could avoid clouding the proceedings with speculation and/or attempts to interpose themselves between the KAME people and -current. Communications are already difficult enough with the language barrier and the distances involved and the chances for misunderstanding will be significantly decreased if everyone can just stand back for a bit and let the KAME project and Peter/John work out what to do between themselves. They know what needs to be done and are the best qualified to work out how to do it.
