While this may not be what you prefer to do, I would recomment considering using Apache <URL: http://www.apache.org/>. It's free, it's fast, and it's pretty easy to set up, and since I've never set up a CERN-style httpd, I can't even begin to guess at diagnosing it. Apache, on the other hand, I haven't had trouble with. NCSA (the other of the "big three" of free httpds) I have experience with as well, but I wouldn't recommend it when Apache's available and doesn't seem to have the performance limits I've seen in NCSA.
