And will not. This is not what ipfw fwd is for. Read ipfw(8),

             fwd ipaddr[,port]
                     .
                     .
                     .                         This is intended for use with
                     transparent proxy servers.

If you are already doing NAT with natd(8), as the address you used
implies, see redirect_port on that manpage.
