Perhaps I was mistaken, but wasn't OpenSSH included in 4.0-R as part of the base install? If so, I can't really see why you'd want to just upgrade OpenSSH and not the rest of the OS (considering that 4.0-R was a dog, much like any other dot-zero release.)
