I know you asked about 12, but maybe this data point is still useful. I have 2 FreeBSD 13 VM's across 2 physical POWER9 hosts (so 1 VM per host) that I've been using to follow the development of 13. Other than the occasional hiccup, 13 seems quite a bit a bit better than 12.2 on POWER especially after the switch from gcc to llvm settled down.
