Nothing is wrong with patches in Bugzilla. Phabricator is the place where
reviews can/should/ought to take place, which can save time going back and
forth on bugzilla, especially if changes are required. 

I also think its important to have a documented review too, especially in the
cases where the committer is not (yet) a ports committer.

Having said that, it's not a requirement, I was just offering :)
