The build of spamassassin from quarterlies 2023Q4 fails on p5-Encode-Detect

p5-Encode-Detect build fails, then spamassassin build fails.

There are additional spamassassin build dependencies still on perl 5.32 whi=
le
spamassassin is expecting 5.34.
