If you publish it as a book it is certainly covered but the contra positive is not also true. Saying that it must be published as a book would be analogous to saying that the New York times is entitled to free speech but I am not simply by virtue of the fact that they can afford those big (or indeed any) presses and I must write my work out in long hand.
