This indicates a misunderstanding of how the project works. The Foundation exists as a separate entity from the committers. Its responsibility is to hold the rights to the intellectual property and to do any legal work necessary. The codebase is technically the responsibility of the committers. There is a 'core team', elected by the committers, but its responsibility is more oriented towards mediating inter-committer problems and other related matters. So there is no single 'group' that could establish a rule like this. The way to get something like this instituted is to convince the bulk of the committers that it is a good idea. Summary: there is really no 'top-down' decision-making; all technical changes are driven from the bottom up. mcl
