Please advise what does 'Cdrecord 2.00.3' represent to
indicate 'dev=3,0,0'

Sorry I could not find steps to enable atapicam
support in 'man atapicam'

I also did follows;

# atapicam(4)
Badly placed ()'s.
# atapicam
atapicam: Command not found.
# atapicam4
atapicam4: Command not found.

# camcontrol devlist
No printout

Noted with tks

# pkg_info | grep cdrtools
cdrtools-2.0.3      Cdrecord, mkisofs and several
other programs to record CD-R
