>Description:
	Introduce a new target to allow patching of autotools-related
	code via a two-step process.

	For example: a patch might change a reference to 'autoconf-2.61'
	to %%AUTOCONF%%, this target will the auto-substitute the correct
	value - ${AUTOCONF} in this case.

	This dramtically cuts down on the amount of tree churn required
	in the event of an autoconf/automake/libtool update.
