The apache13-php3 _package_ doesn't have mysql support comiled in (it's not enough to install both packages, you need to enable mysql support for php). You can use the apache13-php3 _port_ (see http://www.freebsd.org/ports/ for details about ports). Before actually building a configuration menu pops up letting you select mysql support.
