The ENABLE_STARTUP_LOCALE hack is nice for those programs that are not
even aware of locale's.  The base utilities however should be aware if
it, and handle it themselves.  As i said in another message, except
perhaps daemons.  All other utilities that use the isctype()-style
macros/functions should use it.
