There has been a 'STABLE' branch of 4.0 since the day there was a
'RELEASE' version.

'STABLE' is simply the branch of FreeBSD development that incorporates
minor fixes an improvements to the 'RELEASE' of same number. It is not
a claim that the OS is now officially "stable," whatever that might
mean.
