You can then compare them side by side, using tools like ping, monitoring packet flow, content, and times with tcpdump or visually with Wireshark. Slow speed can be the result of many different things that aren't set up right, or that don't match each other... maybe something damages network packets, maybe something drops connections all the time and requires re-negotiation, maybe some hardware-specific aspect is set to a wrong value... there are many possibilities that can be experienced as "slow speed".
