I've lost a URL you gave with committers activity. But I remember a lot 
of committers was idle for a long time.
Today I've found this "Commit Bit Expiration Policy": 
http://www.freebsd.org/internal/expire-bits.html

What about 18 monthes mentioned there?
(Of course I understand some commiers can have a life time commit bit. 
E.g. jkh@).
