I think it would be better to default to using the target user's language (=
per
login.conf), and only copy the language from the caller when it's explicitly
specified in setenv (or when keepenv is used).

The fix also doesn't catch the "doas -u bob -S" usecase. Simulating a full
login should always result in the target user's language, but it never does=
. It
results in either the caller's language, or when that isn't defined it still
defaults to the C locale.
