The new 3.0 to 3.0 stable ports upgrade package: ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-current/Latest/30upgrade.tgz ...needs the makefiles from /usr/ports/Mk to run, and probably should include them. These were not included in my 3.0 release CDROM. Some users may not go looking for them like I did, and lacking them will cause this upgrade to break their ports collection.
