<https://pkg.freebsd.org/FreeBSD:11:amd64/latest/>; does now have its meta.txz but not yet its packagesite.txz Note the timestamp of the All/ directory; changes in progress, I guess, in which case it's probably normal for packagesite.txz to be non-existent (or fobidden). (I had comparable responses, earlier, with pkg update for -CURRENT.) @Lukasz please retry later.
