In a nutshell, re@ deals with the base system and most of the release building process. portmgr@ has authority over the ports tree and is responsible for the package build. The two groups coordinate on issues in the expected places, such as high-impact ports (XFree86, GNOME, KDE) or base-system issues that might cause breakage in package-building.
