Looks like you have all the required debuggin options.  I thought that
BREAK_TO_DEBUGGER might have been needed, but according to
sys/conf/NOTES it is used when debugging over serial lines.

I thought that there might have been a debuggin option that would
cause the system to reboot instead of panicing, but I didn't see it in
your kernel config.
