There is nothing wrong. Cause 28 says: Invalid number format (adress incomplete) : this cause indicates that the called party cannot be reached because the called party number is not in a valid format or is not complete. So the communication from you to the exchange is working and is obviously in a good condition. I would double and triple check the called (800101818) number, this is cause of the problem.
