Yes, you are right, :t* were not from ODE.

I think David was refering to the :L and :U modifiers that (as you
noted) I added to NetBSD make along with :D, :P, and :@, that all
originated in ODE.

This patch adds :tu and :tl as aliases for freebsd's :U and :L, so that
makefiles at least can start to converge.
