Port SHAR

This port builds a stand alone shared library containing the QUIC protocol
stack and associated infrastructure to allow it to be used outside of Chromium.

Could the commit log please note that development of the port was sponsored by
"Netflix, Inc."

I've only tested on amd64, and suspect the set of architectures on which it
builds will need to be restricted using ONLY_FOR_ARCHS. Hoping someone can help
do the crossbuild testing on the pkg cluster to figure out if extra tweaks to
the Makefile are needed.
