It's definitely not a bug. To be honest I'm not sure exactly why
it's there, but I can think of several possible reasons. The most likely
reason I can think of is that on some SysV systems there is no /root
directory, so people got into the habit of editing /.profile. It serves no
useful purpose that I can see, however it doesn't hurt anything either.
