Actually, to get them created through rc.conf you need a gifconfig_gif<#>
entry or an appropriate /etc/start_if.gif<#> file.  This is somewhat of a
bug since gifconfig_ entries don't actually call gifconfig anymore and are
a bit obsolete.  I think what we probably want to do is add some code to
check for the interface and then attempt to create it if it doesn't exist.
