  Log:
  Undo the damage done when someone renumbered the SYSINIT
  order in an MFC. Hopefully this will allow third party (binary only)
  drivers compiled with both the previous numbers and the newer ones to
  initialise without coredumping by calling facilities that are not
  yet set up.  Tested on 3rd party drivers for 4.1.1  and 4.4.
