That is an unnecessary complication. I think the pkgs should simply place makefile parts into the specified directory or directories, and the init makefile should simply include them. The part makefiles would include themselves in the appropriate targets for the desired runlevel or runstate, and make would be called to make the target for the desired runlevel or runstate.
