Yes, this is to be supposed to be the case.

That is, the FreeBSD ports collection is tracking GCC release branches,
instead of jumping from release to release.  There may be a regression
now and then, but in general fixes and improvement outweigh the drawbacks,
for -- once branched -- GCC release branches are supposed to be stable.
