Recent Change made on ja-ptex-common port is removing 
texmf/dvips/* directories from installation in order to avoid
conflicts between other dvips* port.
However, ja-dvipdfm port requires one of the file (8r.enc) which
is excluded above, if and only if you include \usepackage{times}
in the original tex document.
(That is quite usual to make the pdf smaller, I suppose.)
>How-To-Repeat:
Install ja-dvipdfm-0.13.2c_1 and its dependencies.
Create a tex document including '\usepackage{times}'.
Create the dvi file out of it, and convert into dvi using dvipdfm.
>Fix:
Backout the ja-ptex-common Makefile change to 1.38.
Alternatively, remove the '--exclude 'dvips/base/*'' part from
pre-install section, although it may result into some conflicts
with other dvips* port.
