The Makefile searches in the wrong directory on the mastersite for
the tar-package. It is missing a line in the Makefile.The navigator
is under navigator_standalone/xxx but the makefile searches under
complete_install/xxx.

Try a make fetch or make checksum.

Add the following line to the Makefile:
NETSCAPE_DIST_GRADE=    navigator_standalone
