If you are receiving a truly dynamic IP, then make sure you have the line:

ifaddr 10.0.0.1 10.0.0.2 255.255.255.0 0.0.0.0

in your ppp.conf file under the provider heading that you are using.  Of
course, this assumes you're using an auto setup.
