Did you try CARGO_ENV+=RUSTC_BOOTSTRAP=1 instead? Some examples:

- devel/racer
- games/veloren
- lang/rust (originally)
- mail/thunderbird (defined upstream)
- textproc/ripgrep
- www/firefox (defined upstream)
- www/firefox-esr (defined upstream)
- www/miniserve
