I dont think its a corrupt delta, as my 9.2 seems to have no problems running ctm on the delta.
I havent had time to investigate yet, but I suspcet a bad ctm under src,
maybe a bad commit to src/ of ctm or a bad shared lib, dont know.

First off: does anyone else run current to apply ctms deltas ?
Can anyone else see what I reported.
