If this condition is *not* met, no IPv6 addresses (including link-local) are configured, and no IPv6 routes are installed. (There are two exceptions to the above: IPv6 link-local addresses are enabled in single-user mode, to facilitate installation in IPv6-only environments, and there is always a link-local address for the loopback interface.) This has been tested a number of times by a number of developers, myself included. You indicated that you did this testing with 6.2-BETA2, but I believe that at this point we still did not have a good understanding of the issues and of the changes we were making to try to implement this behavior. It probably wasn't working as intended at that point. Does 6.2-RELEASE work as expected for you?
