Because I happen to have one of these, and I'm tracking RELENG_5_1 on my Latitude C810, I went ahead and checked (I haven't needed to use the modem since I upgraded from RELENG_4), and I get the same thing. Booting with the card inserted causes a panic, or insertion post boot causes a panic.
